No water at tubs. Water everywhere else.

I have no water at either the main level or upstairs bathroom tub/showers. There is water throughout the rest of the house both hot and cold. Last night my wife went to take a shower and the water was a little cool (as it often is). So she let the water run for a couple minutes then waited 15 minutes for it to warm back up. When she went back to turn on the water at the tub, there was no water. Not even a drop of hot or cold. The sink and toilet work fine in the same bathroom. I checked downstairs in the kitchen and the water works there. The downstairs bathroom has water to the sink and toilet, but no water to the tub either. The water lines that service the sinks and tubs all connect to the same main line. So if the sinks have water, it means the water line is charged to the tubs as well. The upstairs sinks are down stream on the line from the downstairs tub. Meaning if the upstairs sinks have water, so should the downstairs tub. I live in a cold climate and immediately thought a pipe was frozen. So I turned off the water main and blow dried the pipes to try to thaw them. I also put a space heater in the crawlspace. I'm now thinking its not a frozen pipe. I haven't had any luck getting water back to the tubs. If it makes any difference, the house was built in 1999. thanks.
