No clean out necessary?

As the title states, is there no clean out necessary in this double lav plumbing, for example, right above the double fixture fitting?

It is NOT necessary, unless the inspector wants one, but someday you may wish you put one in there.

Today was that day for me.
Similar situation on a kitchen with two p-traps and the double fixture cross.
It was plugged below the cross, and water was going up the vent and down a low revent that the previous plumber had installed.
Clearing it from the lower cleanout was not at all easy. At least it had one though because it was for a kitchen sink. Required for kitchen sinks.
