New Water Pump not Working

We got a new water pump to get water from the cistern to the house (about 35 feet from each other). It is an old house (200+ years). We installed the new pump, primed it, and turned it on. It will do one of two things: 1) it will make a humming noise for a few seconds and then shut off for several minutes before doing the same thing again; 2) it will run for a few seconds (5-15) and then shut off (we'll hear water sloshing in that second one). We've tried re-priming several times and each time we have put a fair amount of water into the system. The pressure tank has 28 psi in it. The pressure gauge on the pump reads zero.

The pump is a CountyLine (from Tractor Supply) 1/2 hp, 10gpm, convertible jet pump. Any help would be greatly appreciated!

It sounds like you have the pump wired for 115 volts and the plug in the back of the motor is set for 230 volts.
