New installation. Toilet mount cap/plug removal?

Hello. When we had our house built 10+ years ago, we had an extra bathroom rough plumbed in. Only now, we are working on finishing it. There is a white plastic plug capping the pipe. Any special way to remove it? Attaching photos. Also, any best practices for attaching the toilet to it after upcapping it? Thanks.

The white test cap gets knocked out. The flange should be secured to the concrete and there are normally slots for the closet bolts on the flange.
The flange you have is a bit low and will need either a deep wax or two wax rings stacked.

That metal flange is being held to the pipe by a slot. THey do make a split repair one that would fit into and lock in place if you can't clean out the slot to install the toilet bolts.
