New construction - Two hybrid water heaters and possible backflow

Good evening- long time reader- 1st or 2nd time poster- I built a house and ended up being the GC - 1st guy wouldn't start building, 2nd guy had money issues and didn't pay his bills which is why I can't go back to the original rough in plumber- I have two AO smith hybrid water heaters 50 gallon ran parallel- 1st heater runs non stop, 2nd heater doesn't run at all, both are in hybrid mode- 2nd water heater's cold pipe inlet is extremely warm to the touch - Another issue is that the main kitchen faucet is hot all the time- I have a 2nd faucet in the kitchen that works fine- they roughed in 4 stubs under the main faucet, my guess is they went HHCC and the next plumber plumbed it HCHC even though he's just using the stub out for a glass washer- Any help would be greatly appreciated-
 
Looks like it is HH CC but the last cold doesn't have any water when I turn the valve- so I've changed the plumbing unfortunately need a longer DW hose

I should have said I changed the plumbing and am now getting hot and cold at the faucet- so now I just need to remedy the 2 hot water heaters - and why the one is running constantly
