Need professional tool for dustless abrasive paint removal, as for lead paint

These tools exist for things like lead paint abatement and removing coatings from bridges, where no dust is allowed to be generated. The stuff I see in the hardware store catalogs is junk. Searching the net results in spam for paint removal services. Need pointers to the good stuff.

Need to remove moldy Drylock from a below grade block wall. Also want to remove a mm or so of the block itself, to get the deeply rooted mycelae out & create open pores so the disinfectant will penetrate.
