Navien Ncb 240 boiler not turning off

my Navien ncb240 is not shutting off when the thermostat is satisfied and the zone valve closes the pump and the boiler is still running. I thought I had a faulty zone control switch. I changed it and still have the same problem. I took power away from the pump as well and the boiler is still running.

Help.
