Mounting support for HS1 Tjernlund power venter

HS1 power damper for gas furnace with electronic ignition.

ok - simple question- the manual for this model shows in diagram H how to attach one of the supports.
Problem is, the damper handle is welded to the rod and can't be removed to install a washer.
Anyone know how to properly install the 2 brackets properly for a horizontal installation?

Since these fans aren't that heavy lock washer and nut is more than enough on either side of the anti vibration rubber isolator. And a screw to mount the strap.
