I might have to replace a 100 gallon Rheem water heater. I know since 2015, regulations have changed, so was curious what people's opinions are.

This would be going in an apartment building in Los Angeles.

Thanks in advance for your insights.

If you search for Phoenix Light Duty commercial in the search box above, you will see comments that the Phoenix Light Duty water heater is only light duty when compared to their other commercial units. That water heater is high end for residential and has a stainless tank. http://www.htproducts.com/phoenixldwaterheater.html So it may be suitable.
http://www.htproducts.com/ and click on water heaters, and you will see their other products.

I have no relevant experience.

This answer might be too late for the poster, but here it is anyway:

Google "Hot water requirements for apartment building water heater" and learn about sizing.
Choosing a brand is the same as in residential water heaters.
