Moen Shower Valves, are these valves flow restricted? 2510 and 2590?

I am being told by technical support that they are not flow restricted, but they sure look like it to me? I need at least 2.5GPM but want as much as I can get... Looking at the 2510 first picture, and 2590 second picture. I cant get a picture of it, but the shower and bath port have a small 1/4" hole.

Here is the Flow chart provided by moen. at 60 psi the 2510 will do 4gpm.

2nd question, the difference between 2510 and 2590 is 2590 has "stops". I guess that lets you turn off one side so you could work on another? Do I really need that? Is that worth it, once its behind the tile and the wall I am never going to see it again.

Tell me why I would want the 2590 over the 2510
