Metering shower valve..help

Me again. After finding out it was a metering shower valve. The valve only has one inlet. Do they make a scald proof metering shower valve with a hot and cold inlet

Normally one would install a tempering valve prior to the single inlet metering valve.

The high school where I went had a master switch that could be flipped that shut off all of the showers from the teacher's office, but nothing that controlled individual ones. You did not have any control over the temperature, so it must have been using a tempering valve and something like a solenoid.
