Main line to house to shallow?

My house has water temp on cold Sid at midnight of 95 degrees after running water 4 minutes the main

My house has had the main line replaced(pic) it is buried 8-10. Inches no insulation at midnight the temperature on cold side is 95 degrees after running water 4minutes would this explain why my swamp coolers are useless and what remidy?

Get your neighbors to get rid of the grass and use desert landscaping. Then the humidity goes back closer to where it used to be, and your swamp cooler works better.

The bulk of the cooling is from evaporation.

Main line should be 18" below grade, but I've seen many which were not that deep.
