Low output pressure

I have a Navien NPE-240A2 Tankless water heater. Input cold pressure 55+. Output pressure with one Moen kitchen facet open is 22. 2 open becomes small stream. I have run several options for tests. I checked the input filter which was clean. I called the plumber "My Plumber" that installed the heater. He came out and adjusted the house input regulator all the way up and jammed it. Still didn't help. Today the input line pressure (from water company) was 70 with very little difference in output. I called Navien for troubleshooting help and they hung up on me refusing to talk to me since I am not a current licensed plumber. I am retired. The plumber refuses to come fix the problem

Measuring the 22.2 PSI pressure at the output of the WH while the kitchen faucet is putting out hot water? cold water?

What is the input pressure to the WH, and/or the output pressure of the PRV, while the kitchen faucet is running the water?
 
When was the unit installed? Has it ever been descaled? When hot water is flowing what is the inlet and outlet pressure?
 
Entering water to the heater has a screen.Have you pulled the aerator? Kitchen faucet have a shower type end on it take can be change flows from shower to stream might be stopped up with minerals Fix is replacement head. How the clothes washer valve? Outside hose bib pipe correctly their before the regulator. There is a screen on the incoming side of the regulator.
 
Installed Dec 24. Inlet pressure taken a cold water drain 55+. pressure taken at hot drain with one sink flowing 20. The stream that runs out of the hot drain with everything else shut off is about that of our RO facet which has a 1/4 line. I removed the screen in the heater and it was clean.
