Low kitchen sink faucet pressure - water pressure regulator?

Recently finished a renovation, one part of which was new kitchen island. Water pressure is low to this kitchen faucet but appears fine at all other fixtures. I mentioned this to the plumber a couple weeks ago, he checked the pressure and said we were getting 48 PSI and that likely we would need to adjust/replace the regulator; he couldn't find the regulator at the time.

I have now found the regulator. It is a Watts LFN45BM1 Model U. House was built in 1967 and can't tell how old the regulator is from these numbers. The tag says it is set at 50 PSI and has a 25-75 PSI range.

But would the regulator be a potential fix given all other fixtures flow strong? It just seems the issue would be at this specific fixture. I did take the head off that fixture and look for any debris at end of line but it was all clear.

Newer kitchen faucets are restricted down quite a bit. Often it's the flow restrictor. How was the flow with the pull-out head removed?
I also find that old multi-turn shutoffs on the hot side may have a bad rubber washer. The problem with that, is small bits of rubber can go downstream into the small passageways of the faucet and cartridge and restrict flow.

It same flow hot and cold. With the head removed the flow was definitely stronger. I don’t suppose that can be removed?
