looking for advice and or info on electric heater

hi everybody . i live in an apartment complex in florida . i have been in this apartment for 23 years and am still using the origanal thermoglass 30 gallon hearter which was probably here since long before i rented this apartment . last week i wasnt getting any hot water . this is the very short version of what happened when the complexes maintenance man came to fix it . i believe he started out by trying to change the long fuse looking things on the side of the heater . that didnt work so i believe he tried to change change those heating rods inside of the heater. anyway he did something wrong and the water started gushing out of the top of the heater and the sides where the fuses are . it was like a cene from the three stooges lol . the water just gushed out of the heater for 10 minutes totally flooding my apartment . the water even squirted up to 12 feet away hitting my tv while he cussed and swore trying to stop the water from gushing out . finally he managed to stop the water from gushing out . he was soaked to the bone and cut his finger badly trying to stop the water from gushing out . anyway , he then called the maintenance director and he used the multimeter on the fuse things on the side for about 10 minutes , touching it to the screws and side of the heater . he then replaced both of the fuse things on the side . the hot water now works but the hot water smells musty and moldy sometimes . the smell comes and goes . sometimes theres no smell , sometimes the smell is very strong . any advice or input would be very much appreciated . i"ve attached a picture of the heater . i"m thinking this heater is from 1973 when this place was first built .

There are no fuses, you're looking at the thermostats. The service guy should not have touched it, it should just be replaced. Replacing the thermostats is a patch not a fix.You have a ticking time bomb and probably electrical issues when it got soaked with water.
When this blows again and you're not home, water damage will be every where.
