Long wait for hot water in half bathroom

I have a half bathroom that's separated from the HWT by about 60 feet of pipe, most of which runs under the foundation slab. The hot tap on the lav runs cold for about a minute before the water begins to warm.

As far as I've researched, the only ways to fix this are a POU water heater or a hot water circulation loop built using new, insulated, piping. Is there any particular reason to favor one solution over the other?

I'd like to minimize energy usage as much as possible and am thinking that the standby losses from a decent POU heater will likely be less than the heat losses from 120' of circulator pipe.

Both recirc systems can and should be on a timer. I prefer a home run recirc for control only but it's more expensive and labor intensive to install. The POU system can sometimes make your cold water side warm until it clears but the "hardest" part of the install is likely runing power down under your countertop.
