Does the pan have a preslope? If not, how does it pass the inspection that requires the waterproofing to be sloped to the drain? Neither the tile nor grout is considered waterproofing, so don't count in the slope requirement. It's quite possible to do a lead pan with a preslope, but it doesn't look like that one is, but it's hard to tell for sure from the picture.

Massachusetts loves their copper pans, too, but according to the codes, they shouldn't pass when installed flat on the floor without a preslope, either.

I applaud someone who can work with sheet lead...it is an art. I'd just like to see a preslope in there as well.

There's more to a waterproof shower pan...a mud bed is designed to allow water to pass through it to the weep holes of the drain. It's sort of a flow through situation...a little comes in, a little goes out, helping to keep the moisture in the bed from becoming fetid. A flat pan, little flow, water accumulation, and eventually, it starts to smell like a swamp.
