I am trying to stay below $400 ish on our new toilets. Any input on these two as far as function?

Look inside the tank to see what components they use. The one that uses parts easily available has some significant advantages. Not sure what the latest Toto stuff uses, but most of the older stuff you could get a flapper valve, fill valve, and replacement seal at a local big box store on a Sunday...that's rare with most anything Kohler, but is on occasion.
