Kohler Rialto K3402 adjustment

My issue started with a small amount of water continuing to run from the rim at about the 7:00 o’clock position causing a ripple effect in the bowl. I have installed a new 1B1X float assembly and flapper. I have the very top screw adjusted sufficiently to stop the tank filling and the ripple has stopped. The adjustment I’m not sure about is the round one just below where the float rod inserts, about the size of a dime. I think this is supposed to adjust the water level in the bowl? The bowl fills about half an inch below the old level. Thanks for any advice. Oh, and what’s the purpose of the brass screw where the float rod screws in the unit? John
