Kohler K-499 waterhaven shower tower problem

Hello all,
I have an issue with the water diversion on this unit and hoping someone may help. The tower has 6 heads and one hand held. The diverter valve is new. I'm wondering if the balance valve can cause one of the heads to constantly be running regardless of the diverter valve position. In addition, the two side rail top heads have no output. Any help appreciated in advance.

Replying to my own post... Looking into it more I don't see how the balance valve could have any effect as it just outputs the flow into the diverter. New diverter with good seal and mating surface.... Any ideas??
