Kitchen water supply from basement water manifold valve question

Hi, My kitchen tap seems to act like it has air in the line. No other taps have this issue. It spurts sometimes at startup. Anyway, when I go down to the water manifold and look I have the cold water 1/2 pex going into some sort of valve and then continuing on up to the kitchen and another line from it going directly down into the basement drain. This brass fitting, which was installed possibly 20 years ago, looks abit corroded. Could this be the culprit. What is this brass fitting called?
