Kitchen clean out

Is a cleanout for kitchen sink from a horizontal line ok or will it cause clogging. Plumber telling me this

UPC says cleanouts are required for kitchen sinks and doesn't specify where.
I typically install vertically and can understand why your plumber is arguing against but they are not prohibited.

Ty Terry. Plumber just installed new pipes dt old ones fell apart but said installing a cleanout dt it’s a horizontal line might cause potential clogging later on. Is this true? one of reason is because alot of plumbers won’t even unclog if no cleanout. They come and leave. Won’t even disconnect drain pipes underneath. So will installing a cleanout cause clogging later? Seems like it means damn if I do and damn if I don’t. Ty for answering so quickly

Plumber not saying prohibited he’s saying might cause clogging later on. Horizontal line just installed.
