Kinetico 60 water softener water meter disk question

Good evening, I hope someone can help me figure this issue out with my Kinetico M60 water softener. So for a little background. I moved into this house a few months ago. The original owner had the system installed in 1998. I have no other history than that. I assume that the only thing ever done to it was adding salt as needed. I was doing a "once over" of the system to make sure everything was good. I have performed a manual regen and everything there seems to operate correctly. The issue I am having is that it appears like the lower disk (the one with the tab and black dot that is moved when pressing on the Philips part) seems to move as expected ie: it moves and progresses out of the brine rinse section on the top w/o issues. the problem I am having is that the top water meter disk does not move during or after or any time at all. I marked a reference point a few days ago to confirm with all the water use here it still has not moved. Any assistance would be greatly appreciated as to what I need to to now. Thanks in advance.
