Wayne: This is what I meant by both holes. Two holes in same joist, 27" apart.

You could use a single piece of angle iron to reinforce both holes, but I don't see a lot of upside. Looks like the one on the left could fit the joistrepair.com solution? [Which may or may not be stronger than the angle iron solution, but has the advantage that someone has done the engineering calculations.] If you're going to put the reinforcement on the side of the joist shown, the lighting box is in the way; separate reinforcements would let you leave a space in the middle for it.
