Is this the stop tap?

Hello all

Forgive how naive I may sound, but the stop tap in my new property's cellar kitchen is not clear (to me!) I believe it may be visible on the attached images and doesn't have a handle.

Could anyone confirm if the images attached actually is the stop tap? If so, am I correct in assuming I would use a radiator valve key to turn the water off? If so, should I get a "proper" tap fitted or is this adequate?
