Is this the flooring guys fault?

I'm looking for some clarification if the poly line running under this new tile floor was cut by the sharp tile (underneath). The tile guy is not taking any responsibility for this line being cut by the sharp tile. I have seen tile cut a poly/PEX line in the past and that is why tile guys always have to bevel the edges of tile if they put flooring right up next to a line like this?
Has anyone else seen this situation happen before? The home owner thinks we pulled to hard on the waterline when we were installing the fridge to this line.

Why not sleeve the plastic inside a metal pipe to prevent it from being damaged?
