Is this an older style frostfree faucet vacuum breaker?

I posted a picture of what I think is an older style vacuum breaker. In the center is a light blue plastic ball that no longer stays in place and allows water to leak out. I have replace the two O-rings but no one at the local hardware stores seem to know how I can resolve this. It threads into to inside of the connection on the faucet. Anyone know where I can find something similar to it?

That looks like a Nibco 95C frostproof sillcock. If you Google "Nibco 95C repair" you will see lots of results for repair parts.

If that doesn't work, you could Google "ball valve frostproof sillcock" and look at those.
