is this a cartridge ?

Hi ! I have a pic of a shower faucet with the handle off. It is dripping considerably. There is no nut we can turn to release the inside and be able to change a washer. Does this look like a cartridge that needs a special tool to unscrew ? We don't mind calling a plumber, but only if it's necessary, of course. Thanks all, and greetings from Northern Québec.

I'm wondering if that 50+ point outer spline isn't just screwed on the stem and acts as something the escutcheon fits over and holds the rubber piece against the wall?? You might try and unscrew that outer splined ring form the stem. It may not want to easily unscrew from scale over the years. A paper towel soaked in vinegar placed over the whole thing for a couple hours would help that come free.
