Is this a bleeder valve on an old hot water baseboard heater?

Hello all!
This valve on a hot water baseboard heater has an Allen screw on the bottom and side. Along with what looks like a packing nut on top. Is this a bleeder Valve? If yes, where is the best place to bleed from. Thanks
