Intermittent Flush Problem

We have a 2 year old Gerber 1.6 gal toilet. It will flush fine with a closet auger down the trap, but will not flush completely once it is removed. I removed the toilet and looked in the trap from both ends with a mirror and flashlight an could see nothing. Poured a 5 gallon bucket of water down the drain with no problem. Took the toilet outside and suspended it and poured a bucket of water through the bowl and it drained fine. Filled the tank and bowl and it flushed fine. Reset the stool and initially it would flush completely every other time. I thought it might be because the bowl wasn't getting enough water in it. Changed the fluid master, but that didn't help. Cleaned the jets, but now we are back to square one only flushing completely when the auger has been run through the trap. The vent is clear. I have noticed water popping out of the fill tube when I flush. Is that normal? It still flushes ok when the auger is in the stool, even if the water level in the bowl is a little low. What have I missed?
