Installed new Delta Lahara Monitor 17 Tub/Shower valve - water always flows

We bought a new Delta Lahara Monitor 17, the one where you can adjust temperature separately from water pressure (model T17438). The previous install had some sort of valve/mixer from Mexico, so we also bought a new R1000 rough-in valve and replaced that too.

Everything seemed to come together and we closed the valve stops and turned on the water. Everything held fine.

So then we installed the on/off pressure lever and temperature lever according to the instructions. Then when we opened the first valve stop, water started flowing even though the the lever was turned to off. We took everything apart and read the instructions again and again put it all together, but still, no way to turn the water off. Even without the levers installed, we can turn the valve to the off position with a wrench and it makes no difference.

Probably doing something stupid, but hope someone here can offer some troubleshooting suggestions.

I've seen similar problem when rookie put the valve body in but neglected to align the small v shaped alignment notch between the cartridge and the brass body.

You probably do not have the cartridge seated properly. If you don't put some silicone plumber's grease on the O-rings first, it can be really hard to seat all of the way. The screw cap can look like it's on and tight, but the cartridge is not all the way in properly. Or, one of the O-rings popped out of position.

Thanks for the replies. We did make sure the alignment notch was lined up properly, but the cartridge not being seated sounds like the likely problem. Will give that a shot.
