Installation of pop-up drain in vessel sink

I have a question. The contractor who remodeled our bathroom installed this drain in two vessel sinks. https://www.build.com/kraus-pu-20g/...nfirmation_Build.com&utm_source=transactional
The problem is that the sinks do not drain completely, due to what appears to be a silicone ring in the inside of the sink at the base of the drain. Is the drain installed properly? If not, will a plumber be able to reinstall it so the sink will drain completely?

He did it wrong, that seal goes under the drain. Most installation instructions read to use silicone under the flange but most plumbers will use stainless plumbers putty. Anyone can redo it except your contractor.
This shows how it is done but the gasket is black in this video.
