Is there an in-wall rated pipe heating cable for PEX?

My kitchen PEX near an exterior wall freezes every year.

I would look at rerouting the supply piping to the inside of the insulation in the wall. If the insulation orthe wall is inadequate, sometimes we bring the supply piping up on the inside of the wall, directly through the cabinet floor.
