I'm sure this is an S-Trap

I'm having some things redone and this looks like a 3/4 S-Trap to me. I think if the wye was moved more right there should be atleast 4" of pipe between the 45 wye and the p trap. It is a 2 inch pipe for washing machine drain.

Well, it is an S trap. I did not totally follow what you were suggesting for a cure, but it did not mention a vent.

The normal cure would be to put the trap, santee, and vent above the floor. The piping under the floor would be modified to run downhill.

The way that is plumbed, it will siphon the trap, and sewer gas will come back up into the house.

A washer trap is required to trapped above the floor, and the trap must be properly vented. A professional IL licensed plumber would know that, as would any decent plumbing/building inspector.
