Identify floor drain in new construction

I am trying to identify the purpose of a 5 inch pipe that has what appears to be a punch out approximately 8 inches below the floor in the basement. Is it a drain or clean Out? Can it be covered with flooring ?

I think it is a backwater valve. It prevents water from backing up the drain. You need access but it could be covered.
