I'd verify with building department if your estimate is wrong they'll correct you . I'd ask building department . I'd also confirm the inspection they might want to inspect twice once for rough once for finish. You generally cannot cover work prior to inspection

Wow.. LNI permits are way more complicated than a typical plumbing permit.
