How to measure copper return bends?

Can you explain to me how this copper return bend is measured? Does the 1 1/2 in go from center of pipe to center of pipe? Or is it the actual space between the two arms of the bend?

In general piping / tubing / fittings are measured center to center.

Might get some answers from the sources tho I couldn't find a spec sheet that gave dimensions.

Says on page 44 that the 1-1/2" dimension refers to center-to-center on the two solder cups.
