How to get putty off fill valve

I'm trying to change out the flow valve on my toilet and I know how to do it. However, when the plumber installed it, he use putty on the inside around the tube. I can't get it to move at all.
How do you get that stuff off,without calling the plumber who did it in the first place? is there some solvent or something to help loosen it? The nut is plastic.
Thanks for any help or suggestions!

Sometimes pliers are needed to remove the nut on a fill valve.
There is no reason for putty inside a toilet tank.
