How to do a "Static DWV" on a part of an existing house

I have a City inspector who wants a "Static fill test of DWV (drain, waste and vent)", for an in-law unit
built in 1957, but never inspected. The pipes are galvanized and/or cast iron.

This is an a small in-law unit with a kitchen sink, vanity, toilet and shower. Everything goes to a single waste line under the slab then --- mysteriously somewhere --- must joint the main house system. There's no separate cleanout for the in-law unit.

How can the Static fill test be accomplished?
Would blocking the pipe at the City two way cleanout work, if both the main house and in-law were tested at once?
Any tips?

I would fight the inspection call as a first try, because it is unreasonable, though, understandable.
They have the authority to make you remove the uninspected work, so you can try to trace the piping in the slab first and see what it lays out like.
Then, possibly you will have to make a spot in the slab for a test tee to pull off the test.
The "No cleanout" is non code compliant, so figure on more slab opening to bring it up to compliance.
No galv. pipe allowed in slab or ground btw.

I've not had an inspector ask for this. Only on a new build have we ever done it and that's still somewhat rare.

If you have to then yes an inflatable plug in the main is really all that can be done without digging.

The main should be tracable via a cable/camera and locator. Dig up on the exterior to put in a test tee and ultimately cleanout..
