Hot water tank venting.

I went to replace a tank that was under warrenty. And I ran into this. The 90 off the vent was trimmed down too. I dont see anyway to install this tank with proper slope. Any Ideas. Its a Rheem

The other possible problem is if the furnace has a forced -draft it has to connect above (higher and closer to the vertical flue pipe) in an approved manner so that flue gasses go up the stack and not out the water heater draft hood.
