Plumber was going to replace the hose faucet with a loose key bib. Came home and he had installed a regular spindle handle. Can the handle be removed and a key used instead or does the whole darn thing have to be replaced with a different bib?

It depends on the bibb. IF it has an "exposed" stem, then anyone could turn it on with pair of pliers. If it has an extended bonnet so the stem is recessed, then you can remove the handle and use THAT as the key.
