Home inpector wants to test pre moulded show pan for leaks ?

I had an inspection of my rough in plumbing for my new tub today and all was good. he needs to come back when i have the faucet lines and shower valve plumbed in. he also said he needs to see the shower pan full and check for leaks, i presumed that was for a shower base that's been mudded, tiled etc. I told him i had a pre molded base that has just a drain to connect. He said he needed to see it full to make sure its not leaking, is this usual on a pre made base?

I've encountered molded shower bases that leaked in a non-drain location - they are not immune to
product defects or careless installation.
