High arcing on hot wire coming in meter

So does anybody know if it it's the electric companies responsibility to fix the high arcing hot wire coming into the meter box which is causing part of the power supply in my home not to work properly

Usually the power company is responsible for wires into the meter box. You are responsible from meter output lugs to rest of house.

if you have arcing call them ASAP.

The utility will probably troubleshoot for free anyway.

I assume the meter is above the box,and is so, it may be yours because the utility normally is only responsible to the meter.
The utility does not want user access to any part of the circuit before the meter to deter theft. Unless a seal was broken to gain access to that, it most likely is after the meter.
