help with another miller big 40 Mr.Rich B

Hey new to this,I've got a problem with my big 40 I only get 40 volts out of 110 receptical nothing from welder itself,when idle gets 40 volts flip switch to high RPM,voltage goes up to75 volts,then drops back down to 25,30 ,Icleaned every thing up,brushes rings corn cob got up to 85 volts then goes back to 30,35, does any one no whats up with this thing,read the post from 2009 on reactor I'm out of ideas,anyone have any?? thanks stoner
