I have a heat pump that has been elevated by 6 Cinder Blocks and no longer is resting on the original concrete pad. This causes four openings where critters can get under the unit and attack the underside of the unit and enter the crawl space. I want to fill in those openings with additional blocks making the base critter proof. Does a heat pump need to have air intake from the bottom of the unit to operate properly?

Not that I have seen. I have two heat pumps (one for my house AC/Heat and one for my heating my pool). There are no openings on the bottom of either unit.
However, if you want to provide a photo (or make and model of your heat pump) you might be able to get a more exact answer.
