Installed new outdoor frost free silcock 6 months ago because old one leaked. Other areas ok, but new spigot has weak flow. When stem removed, get real good pressure, rules out bad shut off valve and plugged line. Took stem back to store to compare with exact same new one. One washer was in wrong place. Moved it and installed again, no change. Any other guess?

What brand/model FF silcock do you have? What's the water pressure at the silcock? I've run across at least one brand that had a spring-loaded washer
held against the valve seat, and it caused anemic flow even with seemingly adequate water pressure.
