Fluoride, Salt Based Softeners, & Quality Installation

Looking for a new softener-filter installation in Northern San Diego County using Vista Irrigation District water. Here are the water specs:
Chlorine = .22
Chloramine + 2.04
Ammonia = 1.82
Fluoride = .96 (Sodum Fuoride is added)
pH = 8.5
Alkalinity = 94
Hardness = 14 grain
TDS = 243
Sulfate = 137 Copper = .11

Three questions:

1. Is it true that using a salt based water softener will slow the absorbtion of Sodium Fluoride into the skin during showering and bathing? This is my own theory, nobody is selling me on this.
2. Does the "Zero Scale System" salt free conditioner actually work to prevent scale build up in a tankless heater??
3. Can anybody recommend San Diego Pure Water Company as a quality installer of a water treatment system? I read so many stories about online systems being cheap, I am trying to find a high quality supplier.

Salt Free, hit and miss but... I am hesitant to give a solid opinion in a forum since some companies like to send cease and desist letters anytime you say anything negative about a possible product line that they distribute.

Salt based, works great every time.
