Fleck 9100 SXT, Brine Tank Filling During Brine Draw Cycle

Having and issue with the brine tank being overfilled. I checked the discharge/ drain line, brine float valve operation, brine flow control orifice and strainer, all of these seem to be ok. I ran it thru a cycle and during the brine draw cycle it seemed to be drawing as it should but about half way thru the cycle it started adding water to the brine tank. I was still getting a small amount of flow out of the drain line while this was happening. I have know idea what could be causing this. Unit is about a year old and has 2 tanks. Any help would be appreciated.
