Flange Top At 1/8th Inch Above ...

finished floor level.Is this going to be okay.Will the wax ring bowl be snug enough.

IF you mean the top of it is 1/8" above the floor, this is fine. If the bottom of it is above the floor, maybe not. The flange is designed to sit on TOP of the finished floor and be securely fastened to it.

Probably, but what determines it is the depth of the recess on the bottom of the toilet, not not the flange height above the floor.
