Flange problem with replacement toilet install

i've searched the forum, still not sure how to proceed, any advice appreciated.
the flange rotates around, but it was never bolted to the slab, and it's bent upwards a lot, where the joni-bolts attach.
socal home, built in 1979, it looks like vinyl laid over a partial concrete slab, no shims under the toilet, and after years of leakage, the slab is broken up, so the flange can't be fully bolted down... the hole in the slab was there when i pulled the old toilet off.

is there an easy fix for this? get a couple of bolts into the concrete, bend the flange back down and use a couple of replacement pieces under the closet bolts? the flange does not look rusty.

worst case i'm guessing, cut the flange off flush with the floor using a rotary cutter, then backfill the hole(s) and use an insert flange?
